The tranquility of a small town is disrupted by the presence of a dead dog, which lays in the middle of the main street, as local authorities are unable to agree who`s responsible of removing the dog`s remains and then the federal government intervenes, however the rotting carcass continues on the street because no government agency assume the task because bureaucratic dispositions.
