Little Isabella König is kidnapped by the father of her best friend, Günther Stein, and hidden in a sand pit outside Vienna. When Commissioner Moser learns of the kidnapping, he tries to arrest the perpetrator in the ransom handover. But things go awry, and Stein is shot without the police finding out where he is holding Isabella.
